The Bazelon Center wishes to acknowledge the generous support of the William T. Grant Foundation in supporting the production of this guide and some of the underlying research upon which it is based. The guide relies heavily on research conducted in 2001-2002 by the Bazelon Center under grants by the Center for Mental Health Services (which funded a study of states’ use of the TEFRA option) and the Grant Foundation (which funded surveys of states regarding the barriers to using the TEFRA option or the home- and community-based waiver for children with mental or emotional disorders).

This family guide was written by Chris Koyanagi, the Bazelon Center’s policy director, in consultation with staff attorney Mary Giliberti, edited by communications director Lee Carty and designed by deputy communications director Christopher Burley. Callie Schlippert and Lisa Conlin, parents of children with serious emotional disturbance, commented on the draft. The analysis is based on research directed by Rafael Semansky, senior policy analyst, with the assistance of interns Ellen Lupinski, Leigh Ann Simons and Andy Mack.
