To amend the Public Health Service Act to establish a State family support grant program to end the practice of parents giving legal custody of their seriously emotionally disturbed children to State agencies for the purpose of obtaining mental health services for those children.

SECTION 1. SHORT TITLE.

and the sources of such services, including the extent to which the State will build upon existing systems of care within the State;

costs to be incurred by the State in carrying out the purpose for which the grant is awarded, make available non-Federal contributions toward such costs in an amount that--

SEC. 4. TREATMENT OF INPATIENT PSYCHIATRIC HOSPITAL SERVICES FOR INDIVIDUALS UNDER AGE 21 IN HOME OR COMMUNITY-BASED SERVICES WAIVERS.
