Andrew
Penn works on a broad array of issues affecting children and adults
with mental disabilities, including litigation regarding community
integration, special education, and the Americans with Disabilities
Act. Before joining the Bazelon Center, Penn spent many years
with the Maryland Disability Law Center and the National Center
on Law and Deafness, where he brought cases involving the constitutional
rights of institutionalized persons and other systemic disability
rights issues. Most recently, Penn worked for the Office of
Inspector General of the U.S. Department of Health and Human Services,
where he oversaw cases alleging the poor quality of care in long-term
care facilities. Penn holds a BA from the University of Pennsylvania
and a JD from the University of California at Berkeley. He
joined the Bazelon Center in January 2007.
