Elaine Alfano
Policy Analyst

Elaine Alfano provides research and analysis on state and federal policy and helps develop the Bazelon Center’s advocacy strategies. Alfano is an expert on a range of issues, including behavioral health care, primary health care, health care reform, prescription drugs, public and private health insurance programs, women’s health, and social services. She has served as director for several consumer/public interest health care advocacy organizations and coalitions. Before moving to the nation’s capital, Alfano was a state representative in the Vermont legislature, serving on the House Health and Welfare Committee for six years. Most recently, she worked as a program manager for a health care consulting firm that specializes in behavioral health.
