The United States Supreme Court ruled in Olmstead that the unnecessary institutional confinement of people with disabilities constituted discrimination contrary to the Americans with Disabilities Act, and that they should be served in the most integrated setting consistent with their individual need. The Bazelon Center surveyed Olmstead implementation in five states (Alabama, Illinois, Michigan, Nevada and Pennsylvania) and offers prescriptions for state policy changes.
